Gujarat Government Launches Shipbuilding and Repair Policy 2026

The Gujarat government has introduced the ‘Shipbuilding and Repair Policy 2026’ to boost the state’s shipbuilding capacity and attract private investments. Chief Minister Bhupendra Patel unveiled the policy in Gandhinagar, aiming to leverage the state’s extensive coastline and port infrastructure to establish Gujarat as a prominent shipbuilding and repair hub in India.

Aligned with the Central government’s Shipbuilding Financial Assistance Scheme 2025 and Maritime Vision 2047, the policy focuses on developing shipyards, promoting marine equipment manufacturing, enhancing research and development, expanding skill development programs, and fostering green and smart shipyards. It includes plans for Integrated Mega Shipbuilding Parks (IMSPs) to create maritime industrial ecosystems with various facilities.

The policy announcement follows the approval for a Mega Greenfield Shipbuilding Cluster in Porbandar district, with detailed project reports currently in progress. The cluster is set to feature world-class shipyards and ancillary industries, with an estimated private investment of Rs 23,700 crore and additional funds for common infrastructure development.

To attract investments, the policy offers a range of incentives such as capital assistance, interest subvention, and support for MSMEs. It also proposes a ‘Single Window Clearance System’ for project approvals and a grievance redressal mechanism to streamline processes. The aim is to enhance Gujarat’s shipbuilding capacity, establish Integrated Mega Shipbuilding Parks, and provide skill development to over five lakh individuals.
