The Haryana Right to Service (RTS) Commission criticized the practice of issuing electricity bills based on averages, leading to sudden high bills for consumers under Uttar Haryana Bijli Vitran Nigam (UHBVN). One consumer received a bill of approximately Rs 2.38 lakh after facing issues with bill delivery and accuracy.
The commission highlighted the failure to provide prior notice and adhere to time limits as per the Electricity Supply Code. It penalized two officials with a Rs 5,000 fine each for incorrect entries and ordered them to compensate the consumer with Rs 1,000 each.
Additionally, the commission expressed dissatisfaction with officials approving incorrect entries and mandated their names to be recorded. It directed compensation of Rs 500 for each wrongly issued billing cycle since July 2022, to be initially paid by the corporation.
In a separate case from Hisar district, bills were inaccurately calculated for a consumer, resulting in bills exceeding Rs 3 lakh and Rs 98,000 for two power accounts. The commission criticized this as an undue financial burden causing mental distress to the consumer.
