The Haryana Human Rights Commission criticized the police investigation into the deaths of two sanitation workers in Hansi town while cleaning a hotel sewer line. The commission expressed serious concerns about the investigation being biased and aimed at protecting the culprits rather than seeking justice. It highlighted the suspicious nature of the investigation, accusing it of shielding the real wrongdoers from legal consequences.
The commission, led by chairperson Justice Lalit Batra and members Kuldip Jain and Deep Bhatia, raised strong objections to the police report’s handling. It pointed out discrepancies in the documentation, particularly questioning the authenticity of an appointment letter that seemed hastily prepared post-incident to deflect responsibility from the hotel owner. The commission condemned this act as a clear violation of both legal principles and ethical standards.
Notably, the commission scrutinized a legal opinion dated November 13, 2025, provided by the Deputy District Attorney, which downgraded the offense from Section 105 to Section 106 of the Bharatiya Nyaya Sanhita. This move raised suspicions of ulterior motives and suggested a deliberate attempt to manipulate the legal process. The commission emphasized that such actions do not reflect mere negligence but rather a systemic effort to avoid answerability.
In response to the gravity of the situation, the commission instructed the Superintendent of Police in Hansi to reevaluate the case thoroughly and present a comprehensive report before the upcoming hearing. Additionally, the Superintendent of Police was mandated to appear in person before the commission on February 18 for further examination of the matter.
