The HPCL Rajasthan Refinery Limited (HRRL) in Pachpadra, Rajasthan, is finally ready to start operations after facing political controversies, land acquisition disputes, delays, and a fire incident. Prime Minister Narendra Modi will inaugurate the country’s first greenfield BS-VI-compliant integrated refinery-cum-petrochemical complex on Saturday. The refinery’s journey has been complex, marked by foundation stone ceremonies, inauguration date changes, and significant cost escalations.
The refinery, with a refining capacity of 9 million metric tonnes per annum and a high Nelson Complexity Index rating, is expected to transform Rajasthan into a major petrochemical manufacturing hub. Originally proposed in Lilala village, the refinery was shifted to Pachpadra due to land acquisition issues. The decision faced political opposition, with controversies surrounding the project’s location and execution.
Former Chief Minister Ashok Gehlot alleged that the project stalled during the previous BJP government, leading to cost escalations. He emphasized the importance of a grand public inauguration for the refinery, considering it a significant milestone for Rajasthan’s development. In response, BJP Rajya Sabha MP Rajendra Gehlot criticized the previous Congress government’s handling of the project, claiming progress was lacking during their tenure.
HRRL, a joint venture between HPCL and the Government of Rajasthan, has become one of India’s technologically advanced refining complexes despite cost increases. The refinery’s advanced capabilities allow it to process heavy crude oil efficiently into premium products. With equipment manufactured in India and sourced globally, HRRL is poised to redefine Rajasthan’s industrial landscape by producing high-value petrochemical products and creating job opportunities.
