The Indian National Defence College (NDC) delegation, currently on a ‘Foreign Country Study Tour,’ met with the Indian Ambassador to Russia. Ambassador Vinay Kumar engaged with the NDC delegation during their visit to Russia, where they held discussions with Russian Ministry of Defence officials and experts from think tanks. The delegation also visited various military establishments as part of their tour.
Earlier this month, a separate 16-member NDC delegation, led by Brig Rajneesh Mohan, visited Rwanda. This delegation included officers from the Indian Army, Civil Services, and officers from friendly countries like Bangladesh, Myanmar, Sri Lanka, and Tanzania. During their visit, they met with General Mubarakh Muganga, the Chief of Defence Staff of the Rwanda Defence Force (RDF).
The delegation in Rwanda received extensive briefings from Brig Gen Patrick Karuretwa and other senior officers from various Rwandan ministries. They visited key institutions such as the RDF Headquarters, the RDF Command and Staff College at Musanze, the Kigali Genocide Memorial, and Rwanda Cooperation. Additionally, the High Commissioner of India in Rwanda hosted a dinner for the delegation at the India House in Kigali, fostering informal interactions and contextual learning.
The visit to Rwanda marked the first-ever NDC delegation to the country, providing participants with insights into Rwanda’s socio-economic transformation and regional leadership. It emphasized the strengthening India-Rwanda relationship and highlighted opportunities for collaboration in defense education, military exchanges, peacekeeping, and capacity building. The visit underscored Rwanda’s significance as a strategic partner for India in Africa.
