The Madhya Pradesh government has given the green light for long-awaited promotions of its employees. Departments and district collectors have been instructed to initiate the process under the Madhya Pradesh Public Service Promotion Rules, 2025. The General Administration Department (GAD) issued a notification to key officials based on the legal opinion of the Advocate General.
The notification referred to the legal advice received from the Advocate General and senior advocate C.S. Vaidyanathan regarding the Promotion Rules. It emphasized the absence of any High Court interim order against the rules and clarified that the government’s previous commitment not to conduct promotions was not a judicial order.
According to the legal opinion, Departmental Promotion Committees (DPCs) can be formed, allowing the promotion process to move forward. However, all promotions are contingent upon the final decisions of the High Court and the Supreme Court in the ongoing cases. The government highlighted the impact of understaffed departments on administrative operations and recruitment delays at lower levels.
The GAD has instructed departments to implement the 2025 Rules, including identifying posts for Scheduled Caste, Scheduled Tribe, and unreserved categories. They are also tasked with compiling seniority lists up to 2029 for further processing by the GAD. Despite years of litigation surrounding promotions in Madhya Pradesh, the government’s recent directive paves the way for promotions to commence, pending resolution of the legal challenges.
