On Chief Minister Devendra Fadnavis’ birthday, the Maharashtra Urban Development Department introduced the ‘Urban Challenge Fund’ initiative in all 423 Urban Local Bodies in the state. This initiative aims to drive development projects totaling Rs 44,800 crore, fostering financial independence for cities. The campaign is scheduled to run from 2025–26 to 2030–31, with a possible extension of three years if necessary, and will utilize a blended financing model.
Deputy Chief Minister and Urban Development Minister Eknath Shinde outlined that the funding structure for eligible projects under the initiative includes 25% from the Central Government, a minimum of 50% through municipal bonds, bank loans, or Public-Private Partnerships (PPP), and the remaining 25% from the State Government or the respective Urban Local Body. The scheme is open to all Urban Local Bodies in Maharashtra, with a special loan repayment guarantee mechanism for towns with populations below 1,00,000 to facilitate fundraising for significant development endeavors.
The ‘Urban Challenge Fund’ will focus on three main pillars: water and sanitation, urban revitalization, and economic growth hubs within cities. It will support various development projects such as digital governance, infrastructure enhancements, traffic management, heritage site restoration, waste management, and more. Larger cities with populations exceeding 20 lakh will prioritize the construction of public facilities like convention centers, sports complexes, and wellness parks to enhance urban amenities.
To ensure effective project implementation, the initiative will establish Project Development and Management Consultants, Project Management Units, Advisory Committees, and Campaign Management Units in each city. Special Purpose Vehicles may also be formed for specific projects as needed. Deputy CM Shinde emphasized that the ‘Urban Challenge Fund’ is not just a financial plan but a comprehensive strategy to modernize Maharashtra’s cities, improve civic services, attract investments, create jobs, and elevate citizens’ quality of life.
