In a move to streamline Maharashtra’s public procurement system, Chief Minister Devendra Fadnavis revealed the establishment of a high-level committee. This committee’s primary goal is to propose comprehensive reforms to enhance efficiency, transparency, quality, innovation, and accountability in all government tenders and purchasing processes. Fadnavis made this announcement during a significant meeting on the state’s public procurement policy.
The Chief Minister emphasized the importance of formalizing the process due to the consensus reached on various recommendations from different government departments. He stated that the newly formed committee would conduct a thorough review of current government tendering rules and suggest essential updates. Subsequently, Government Resolutions (GRs) would be issued based on the revised guidelines.
Focusing on the administrative aspect of procurement, CM Fadnavis highlighted the significance of aligning administrative decisions with established policies and regulations, especially during audits by the Comptroller and Auditor General (CAG). He stressed the necessity for every administrative decision to be supported by a clear, transparent policy to ensure accountability.
Several core directives were outlined by the Chief Minister to reshape the future of public procurement in Maharashtra. The revised tendering process aims to provide equal opportunities for domestic Indian industries, startups, and emerging entrepreneurs. The evaluation process will prioritize technical capability, innovation, skilled workforce, quality execution, and outcome-based performance over prior experience and financial turnover.
To prevent the monopolization of major government projects by a few contractors, the MahaTender portal will undergo technical enhancements. Integration of data from various departments will enable a single dashboard to display all active projects held by a contractor across different departments. This move is intended to promote fair competition and transparency in the procurement process.
