Manipur Chief Minister Yumnam Khemchand Singh highlighted the crucial link between peace, stability, and development, stressing that sustainable peace hinges on robust development efforts. He made these remarks while launching the ‘State Focus Paper 2026-27’ at a seminar themed “Credit-Led Development in Manipur.” Singh underscored the significance of inclusive growth as a cornerstone for maintaining stability in the region.
The event, organized by the National Bank for Agriculture and Rural Development (NABARD), Manipur Regional Office, witnessed the virtual inauguration of the TRIBES project in Churachandpur district by the Chief Minister. Singh emphasized the pivotal role of financial support in driving development at the grassroots level, emphasizing that credit acts as a potent catalyst for progress.
Singh also pointed out the economic potential of Manipur, identifying sectors like horticulture, fisheries, handloom, and handicrafts as pivotal in driving rural transformation. He urged financial institutions to actively support various entities such as Farmer Producer Organisations (FPOs), rural start-ups, agri-entrepreneurs, and Self-Help Groups (SHGs) to bolster economic growth.
The Chief Minister reiterated the state government’s commitment to collaborating closely with financial institutions to enhance credit absorption capacity and streamline project implementation. He commended NABARD for its continuous support and acknowledged the contributions of the Reserve Bank of India and other banking institutions operating in Manipur.
Chief Secretary Puneet Kumar Goel highlighted the collaborative platform provided by the seminar for government bodies, NABARD, banks, financial institutions, and community organizations to pool resources for inclusive growth. He mentioned that the ‘State Focus Paper’ projects a total credit potential of around Rs 3,500 crore for 2026-27, with allocations to agriculture, MSME sector, and other priority sectors reflecting the state’s development focus.
Goel emphasized the need for diversification and value addition in agriculture to boost farm incomes, especially in light of challenges like fragmented landholdings and increasing climatic risks. He stressed the importance of allied activities such as animal husbandry, fisheries, horticulture, and poultry in generating income and employment opportunities.
General Manager of NABARD’s Manipur Regional Office, Partha Mandal, described the ‘State Focus Paper’ as a comprehensive planning and credit monitoring tool for the upcoming fiscal year. Mandal highlighted the Tribal Development Project in Churachandpur, aimed at enhancing livelihoods for tribal populations in hill districts, as a step towards inclusive growth and community development.
The seminar witnessed the participation of senior officials, including the Chief General Manager and Officer-in-Charge of the Reserve Bank of India, Imphal, N. Sridhar, along with representatives from various financial entities, Self-Help Groups, and government departments.
