The Mizoram government has announced the availability of the ‘Red Card’ permit, allowing individuals to use Indian Made Foreign Liquor (IMFL) for medical reasons under the Mizoram Liquor (Prohibition) Amendment Act, 2025. Interested individuals can apply for the permit by obtaining the application form from designated offices in Aizawl and across the state.
Commissioner of Excise and Narcotics Z. Lalhmangaiha issued a notification stating that the ‘Red Card’ permit application process has commenced in line with Section 45 B(1) of the Mizoram Liquor (Prohibition) Amendment Act, 2025. The permit, which costs Rs 50 for the application form and Rs 5,000 annually, will be valid for one year from the date of issuance and must be renewed yearly.
The Mizoram Assembly recently passed the Mizoram Liquor (Prohibition) Amendment Bill, 2025, to regulate the possession and consumption of liquor for medical purposes through a permit system. While Mizoram has historically upheld prohibition, amendments have been made over time to allow controlled liquor use under specific circumstances.
The issuance of the ‘Red Card’ permit aligns with the revised liquor laws and aims to ensure proper monitoring by the Excise and Narcotics Department. ‘Red Card’ holders are prohibited from consuming liquor in public places, institutions, or hotels accessible to the general public. The Excise and Narcotics Department has instructed its officials to assist in disseminating information about the permit system and facilitating the application process for health-related reasons.
