In a significant move towards peace, the Mizoram government has signed a Memorandum of Settlement with the Lalhmingthanga Sanate-led faction of the Hmar People’s Convention-Democratic (HPC-D (LF)), effectively ending years of insurgency in the state. The agreement focuses on a development roadmap for the Hmar-dominated Sinlung Hills Council region, including increased budget allocations, special development initiatives, infrastructure enhancements, and better connectivity. Home Department Secretary David Lalthantluanga signed the agreement on behalf of the Mizoram government, while Lalhmingthanga Sanate represented the HPC-D (LF) group.
The signing ceremony, attended by officials like MLA Lalmuanpuia Punte and Deputy Inspector General of Police Rodingliana Chawngthu, emphasized the importance of meeting development expectations to prevent unrest. Lalmuanpuia Punte expressed optimism that this agreement would bring tangible progress and highlighted the public signing at Sakawrdai as a significant step towards unity within the Hmar community in Mizoram. Home Secretary David Lalthantluanga hailed the accord as a milestone in Mizoram’s journey towards peace and stability, noting the historical context of previous agreements with HPC factions.
The Mizoram government’s engagement with HPC-D (LF) began in mid-2024, culminating in the recent agreement after multiple rounds of talks. The pact includes provisions for a peace camp near Mauchar village for HPC-D (LF) members and a formal arms surrender ceremony scheduled for April 30, 2026, signaling the group’s commitment to peace. With this agreement, Mizoram takes a significant step towards sustained peace and comprehensive development, aligning with its vision for “Transform Mizoram 2047.”
