Mukesh Singh, currently the Director General of Police in Ladakh, is slated to assume the role of the new police chief in Manipur. This move comes after the incumbent DGP Rajiv Singh was appointed as Secretary (Security) in the Cabinet Secretariat. The decision for Singh’s transfer to Manipur on inter-cadre deputation for three years was approved by the Appointments Committee of the Cabinet.
An official order issued by the Department of Personnel and Training (DoPT) under the Ministry of Personnel, Public Grievances and Pensions formalized this decision. Mukesh Singh, an Indian Police Service (IPS) officer of the AGMUT cadre, is an alumnus of the Indian Institute of Technology (IIT) Delhi with a B.Tech degree in Civil Engineering. He took charge as the DGP of Ladakh on January 15, 2026.
Having served in various critical roles in Jammu and Kashmir, including as Superintendent of Police in areas like Reasi, Pulwama, Poonch, and Jammu during periods of heightened militancy, Mukesh Singh brings a wealth of experience to his new position in Manipur. Meanwhile, Rajiv Singh, a 1993-batch IPS officer of the Tripura cadre, has been appointed as Secretary (Security) in the Cabinet Secretariat.
Rajiv Singh, who has been serving as the DGP of Manipur since June 1, 2023, previously held key positions such as Additional Director General of Police in Tripura and Inspector General (Operations) at the CRPF headquarters in New Delhi. He assumed the role of Manipur’s police chief during a challenging period marked by ethnic violence in the state, which erupted following a protest march organized by tribal groups against the demand for Scheduled Tribe status by the Meitei community.
The ethnic conflict in Manipur has resulted in significant loss of life, displacement of thousands, and disruption of normalcy in both hill and valley districts. President’s Rule was imposed in the state for almost a year due to the prolonged unrest. The state came under President’s Rule on February 13, 2025, until it was lifted on February 4 this year, just before the formation of a new BJP-led government with Yumnam Khemchand Singh sworn in as the Chief Minister.
The appointment of a new DGP in Manipur holds importance as the state authorities and security forces strive to restore peace and enhance law enforcement in the violence-affected region.
