A national study has highlighted low citizen participation in Gram Sabhas across various states and union territories. The report, set to be released on June 30, aims to strengthen grassroots engagement by identifying barriers and pathways for improvement. The study, conducted by the National Institute of Rural Development & Panchayati Raj, surveyed around 7,790 respondents in 26 states and union territories, including PESA and women-led Gram Panchayats.
The report delves into factors influencing Gram Sabha participation, such as awareness levels, communication systems, inclusiveness, governance practices, and citizen perceptions. It seeks to enhance participatory democracy and grassroots governance by providing actionable insights for policy formulation and institutional strengthening. The Gram Sabha, a key element of local governance under Article 243A of the Constitution, plays a vital role in promoting citizen engagement.
The study aims to identify the challenges hindering citizen participation and propose measures to bolster Gram Sabhas, fostering more vibrant and inclusive Panchayati Raj Institutions in rural India. With over Rs 3 lakh crore in payments processed through the eGramSwaraj platform by Gram Panchayats, initiatives like the AI-powered SabhaSaar meeting tool in 23 Indian languages are enhancing transparency and accountability. The digital platforms have streamlined financial management at the Panchayat level, replacing traditional cash-based processes with efficient, fraud-resistant systems.
