The National Investigation Agency (NIA) has charged a second individual in a 2025 Andhra Pradesh case involving the recovery of explosives meant for terrorist activities. The accused, Shaik Mansoor alias Mohammed Ali alias Vijayakumar, has been named under relevant sections of the Unlawful Activities (Prevention) Act, 1967, and Bharatiya Nyaya Sanhita (BNS), 2023, according to the NIA statement.
Aiding the previously charged Shaik Amanulla alias Abubakar Siddique, Mohammad Ali was apprehended in December 2025. In total, three individuals, including Shaik Amanulla, have been arrested in connection with the case. The NIA had previously charged Shaik Amanulla in February 2026.
Explosives and other incriminating materials were discovered at Shaik Amanulla’s residence. Upon his arrest, Mohammad Ali was found using a false identity, having absconded from Tamil Nadu following a bomb blast case in 1999. Under the alias Shaik Mansoor, he resided in Rayachoty town of Andhra Pradesh’s Annamayya district using fraudulently obtained government identity documents.
According to the NIA charge sheet, Mohammad Ali was radicalized, recruited, and trained in bomb-making by Shaik Amanulla. He assisted Amanulla in transporting explosives to a hideout in Rayachoty. The duo conspired to carry out targeted killings of community leaders to instill fear and promote their agenda of establishing Sharia law in India, as per NIA investigations.
The NIA, which has taken over the case from Andhra Pradesh Police, continues its investigation. The agency mentioned the possibility of filing additional charges as the probe progresses.
