Since the start of the Budget Session on January 28, the Lok Sabha operated at 20% productivity, while the Rajya Sabha reached about 89%, a study shows. The Upper House functioned for 31.9 hours, in contrast to the Lower House’s 7.7 hours during this period, as per a report by PRS Legislative Research. Rajya Sabha spent 23.1 hours on non-legislative activities, while Lok Sabha spent only 2.9 hours.
While Rajya Sabha allocated time to questions, legislation, and other business, the Lower House focused on financial matters. The Lok Sabha dedicated 1.4 hours to financial affairs, given its exclusive authority over Money Bills. This has impacted Lok Sabha proceedings, with disruptions from the Opposition, including demands to discuss an unpublished work related to the former Chief of the Indian Army.
The ongoing disruptions in the Lok Sabha, particularly around references to the unpublished memoir of a former Army Chief, have led to an impasse. The Opposition’s refusal to cooperate has stalled proceedings, with accusations of partisan behavior against the Speaker. This situation has delayed discussions on the Union Budget and the Motion of Thanks to the President’s Address.
