Prime Minister Narendra Modi praised India’s textile sector for transforming into a significant job creator and a key driver of growth, aligning with the essence of Aatmanirbhar Bharat. He highlighted the impact of the government’s Production-Linked Incentive (PLI) schemes and new Free Trade Agreements in fostering employment opportunities. The textile industry’s resurgence is attributed to robust domestic demand and increasing consumption, with India emerging as a resilient market with a population exceeding 140 crore.
India’s domestic textile market has witnessed substantial growth, expanding from approximately Rs 8.4 lakh crore to an estimated Rs 13 lakh crore within five years. The surge in per capita textile consumption, nearly doubling over the past decade from around Rs 3,000 in 2014-15 to over Rs 6,000 in 2024-25, is indicative of this positive momentum. Projections suggest a further doubling to Rs 12,000 by 2030, reflecting the sector’s promising trajectory.
The sector’s export performance has mirrored this upward trend, with textile and apparel exports escalating from Rs 2.49 lakh crore in 2019-20 to nearly Rs 3.5 lakh crore in 2024-25, showcasing a notable 28% growth post-Covid. This rebound underscores India’s agility in scaling up manufacturing in response to resurging global demand, translating export expansion into enhanced employment opportunities across the textile value chain, as emphasized by the Minister.
Emphasizing the significance of the PM MITRA Park scheme, the government anticipates substantial investments amounting to Rs. 18,500 crore in the textile sector through proposals received under this initiative, aimed at bolstering production, employment, and exports. To foster comprehensive and modern industrial infrastructure for the textile industry’s entire value chain, the government has approved the establishment of seven PM Mega Integrated Textile Region and Apparel (PM MITRA) Parks in greenfield and brownfield locations, with an allocated budget of Rs. 4,445 crore spanning 2021-22 to 2027-28.
The government has identified seven sites, including Tamil Nadu (Virudhnagar), Telangana (Warangal), Gujarat (Navsari), Karnataka (Kalaburagi), Madhya Pradesh (Dhar), Uttar Pradesh (Lucknow), and Maharashtra (Amravati), for setting up PM MITRA Parks. Upon completion, each PM MITRA Park is expected to attract approximately Rs. 10,000 crore in investments and generate around 3 lakh employment opportunities, both direct and indirect.
