Prime Minister Narendra Modi is called upon to establish a regional and security doctrine that aligns with India’s economic progress and global stature. Noted for his significant contributions to India’s infrastructure development, PM Modi faces challenges from adversaries like China and Pakistan, who may seek to hinder India’s ascent through unconventional means. Michael Rubin, a policy expert, emphasized the need for a strategic “Modi Doctrine” to safeguard India’s interests, akin to the US Monroe Doctrine that protected the Western hemisphere.

Rubin highlighted the remarkable economic growth under PM Modi’s leadership, with India now ranking as the world’s fourth-largest economy, up from the tenth position in 2014. He warned that as India’s influence grows, it must counter attempts by rivals to undermine its rise. The proposed “Modi Doctrine” aims to shield Indian Ocean countries from China’s expansionist designs, particularly its debt-trap diplomacy and coercive tactics in the region.

In advocating for a proactive approach, Rubin emphasized the importance of safeguarding maritime security in the Indian Ocean. He underscored the critical role of the Indian Navy in protecting the region’s interests, given the vast population dependent on its resources. The need for India to assert itself as the primary power in the region to ensure sovereignty and independence of smaller states was stressed, particularly in the face of Chinese encroachment and predatory activities.
