Ahead of the upcoming Winter Session of the Delhi Legislative Assembly, Speaker Vijender Gupta has highlighted the significance of constructive engagement, emphasizing that legislative scrutiny and meaningful debate are crucial for strengthening democratic governance. The session, commencing on January 5, is expected to focus on Comptroller and Auditor General (CAG) reports and financial irregularities under the previous Aam Aadmi Party (AAP) government.
Speaker Gupta has stressed the need for discipline, preparedness, and adherence to procedure during the sittings, expressing optimism that the House will effectively address public issues. He has encouraged legislators to seek clarity from the government and contribute to informed decision-making for the benefit of Delhi’s residents.
The revival of the practice of Special Mentions under Rule 280 by Speaker Gupta is anticipated to play a significant role in the session. With limitations on the number and length of interventions, Special Mentions are seen as precise tools to highlight governance gaps and urgent public concerns, indicating legislative priorities for the upcoming year.
The session will also focus on Question Hour over three consecutive days, addressing key service-delivery departments like health, education, power, water, transport, finance, and urban development. This will provide legislators with the opportunity to raise governance issues and demand timely responses from the government.
Scheduled to start on January 5 with the Lieutenant Governor V.K. Saxena’s address at 11 a.m., followed by the regular House sitting, the Winter Session will run until January 8. The session is expected to shed light on development delivery, administrative efficiency, and financial discipline, reflecting the state machinery’s response to civic challenges.
