States with Highest Ragging Complaints in Higher Educational Institutions Revealed

Uttar Pradesh and West Bengal have reported the most ragging incidents in higher educational institutions this year, with 135 and 75 complaints, respectively. Following closely are Madhya Pradesh with 63 cases, Maharashtra with 53, and Bihar with 50 complaints. Rajasthan recorded 44 cases, Karnataka 41, Odisha 36, and Delhi 27 complaints.

The University Grants Commission (UGC) issued Show Cause Notices to 107 higher educational institutions, including 18 Medical Colleges, in 2025 for not complying with the Anti-Ragging Regulations of 2009. These notices pointed out failures such as not obtaining anti-ragging undertakings from students and parents, and not submitting compliance reports despite reminders.

The UGC has taken a corrective and preventive approach to ensure institutions rectify shortcomings and strictly follow anti-ragging measures, prioritizing student welfare and campus safety. Amendments were made in 2016 to broaden the definition of ragging, with a focus on increasing awareness among students to enhance reporting and redressal mechanisms.

Advisories are regularly issued by the UGC to higher educational institutions twice a year to reinforce awareness, reporting procedures, and grievance redressal mechanisms for preventing ragging. Various anti-ragging measures have been implemented, including a 24×7 National anti-ragging helpline, workshops, seminars, online undertakings by students and parents, and displaying anti-ragging posters prominently within institutions.
