Telangana Government Amends Building Rules to Boost Real Estate in Hyderabad

The Telangana government has made changes to building regulations in Hyderabad, specifically relaxing Transferable Development Rights (TDR) norms for builders within the Outer Ring Road limits. This move, facilitated through a Government Order (GO), aims to provide more flexibility for utilizing TDR in construction projects. The amendments, which include modifications in TDR utilization, building parameters relaxation, and rationalization of TDR provisions, are expected to have a positive impact on the real estate sector in the city up to the Outer Ring Road (ORR).

The Municipal Administration and Urban Development (MA&UD) Department has introduced several amendments to the Telangana Building Rules, 2012, through G.O. Ms No. 95. These changes come after a thorough review of inputs from various stakeholders, with the primary goal of streamlining TDR usage and enhancing flexibility in building regulations. The government’s approval and notification of these amendments signify a step towards simplifying TDR utilization and easing building parameters under the existing rules.

According to the updated guidelines, buildings exceeding 21 meters in height are now categorized as high-rise structures. For plots ranging from 750 square meters to 2,000 square meters, buildings with heights between 18 meters and 21 meters will be allowed only through TDR utilization, with the condition of meeting parking requirements and adhering to other regulations as stipulated in the G.O.

Under the revised regulations, non-high-rise buildings can benefit from setback relaxations by utilizing TDR. High-rise constructions, on the other hand, can avail a 10% setback relaxation through TDR, provided they maintain a minimum of seven meters setbacks on all sides. Additionally, plots larger than 2,000 square meters can now have extra floors through TDR, with the number of additional floors permitted based on the width of roads adjacent to the plots. Specifically, three extra floors are allowed for a 40-foot-wide road, four floors for a 60-foot road width, and five floors for an 80-foot road width.
