US President Donald Trump has signed an executive order aimed at transforming how the United States conducts arms sales internationally. The order focuses on enhancing domestic manufacturing, reducing bureaucracy, and expediting the delivery of American-made weapons to key partners and allies. Referred to as the “America First Arms Transfer Strategy,” the initiative aims to maintain the US defense industrial base as a crucial source of weaponry for the nation and its allies.

The executive order mandates that US arms transfers prioritize the production of weapons deemed critical to the National Security Strategy. It also emphasizes the need to bolster domestic industrial capabilities, reinforce supply chains, and give preference to partners who invest in their own defense and hold strategic significance. The Secretaries of War, State, and Commerce are tasked with developing a catalog of priority weapons and systems, as well as advocating for arms sales that align with the strategy’s objectives.

Furthermore, the order establishes a new Promoting American Military Sales Task Force to oversee the strategy’s implementation and monitor major defense sales progress. To streamline processes and reduce delays, the directive instructs departments to identify efficiencies in various monitoring and notification procedures related to arms transfers. Additionally, the order calls for increased transparency by requiring the publication of quarterly performance metrics on defense sales case handling.

The White House stated that the strategy builds upon the record levels of US defense sales and aims to revitalize the defense industrial base while empowering partners and allies to take greater responsibility for their security needs. The administration highlighted that previous arms transfer practices did not adequately consider the impact on the American industrial base, resulting in production challenges and delays. By leveraging over $300 billion in annual defense sales, the new strategy seeks to support US reindustrialization efforts and facilitate quicker delivery of American weapons to partners and allies.

The executive order reflects a broader initiative to ensure that allies and partners can defend themselves effectively while enabling the US to provide advanced military equipment promptly. Trump’s latest order is part of a series of actions taken to reshape defense production and arms sales, following previous executive orders aimed at modernizing defense acquisitions, enhancing foreign defense sales efficiency, and prioritizing production capacity and innovation for the US military.
