Union Minister of State for Science & Technology and Earth Sciences, Dr. Jitendra Singh, emphasized that since Jammu & Kashmir transitioned into a Union Territory, governance benefits and pension reforms have positively impacted a broader segment of employees and pensioners in the region. The reorganization led to an increase in Central government employees, initially posing challenges in service delivery, which have been effectively addressed through collaborative efforts of the government and related institutions.
The Department of Pension & Pensioners’ Welfare and Jammu & Kashmir Bank recently introduced an initiative during an event to enhance pension-related services and accessibility for pensioners across the Union Territory. This partnership aims to bolster service delivery mechanisms, facilitating more pensioners in Jammu & Kashmir to avail themselves of the ongoing pension reforms conveniently.
Dr. Singh acknowledged the significant role of the Bhavishya platform in revolutionizing pension administration by enabling complete digitization of pension processing. Integration of Pension Payment Orders with DigiLocker ensures retirees seamless, paperless, and transparent access to pension documents. Moreover, the introduction of Digital Life Certificates through Face Authentication Technology has enabled pensioners to submit life certificates remotely using their mobile phones.
The minister highlighted the success of the Digital Life Certificate campaign held nationwide in November 2025, which saw remarkable participation with over 1.91 crore Digital Life Certificates generated, including more than 1.16 crore through Face Authentication Technology. The government has also enhanced grievance redressal mechanisms through CPENGRAMS, thematic reviews, and National Pension Adalats, expediting the resolution of pension-related issues. Noteworthy reforms in family pension, additional pension, retirement benefits, and cases involving missing employees have further fortified the social security framework for pensioners and their families.
