In a notable move within India’s higher education sector, the University Grants Commission (UGC) has decided to replace its Secretary, Prof. Manish R Joshi. The change, set to be effective on April 25, 2026, will see Prof. Shyama Rath, the current Member Secretary of the All India Council for Technical Education (AICTE), taking on the additional responsibility of UGC Secretary.
Prof. Joshi’s term was characterized by efforts to improve equity, transparency, and accountability in universities. However, it coincided with a contentious regulatory debate. Earlier in January 2026, the UGC introduced new regulations mandating the formation of “Equity Committees” in all higher education institutions and strengthening grievance redressal mechanisms.
These regulations faced criticism for their perceived ambiguity and potential for reverse discrimination. Various stakeholders, including student groups and educators, raised objections, leading to protests and legal challenges. The Supreme Court, during initial hearings, expressed concerns over the vague language of the regulations and temporarily halted their implementation.
The Court emphasized the need for a constitutional review of such provisions to prevent deepening social divides. The appointment of Prof. Shyama Rath at this juncture is seen as crucial in managing the ongoing policy dispute and restoring confidence in the regulatory framework. His role is expected to involve balancing diverse interests and guiding the higher education system through a period of scrutiny and debate.
