The Uttarakhand government has revealed a budget of Rs 1.11 lakh crore for the financial year 2026–27, emphasizing inclusive development through the “GYAN” model. Chief Minister Pushkar Singh Dhami outlined the state’s development strategy based on four pillars—poor welfare, youth empowerment, support for farmers, and women’s empowerment. The budget was presented on the first day of the Assembly’s Budget Session after the Governor’s address, marking a historic event in the state.
CM Dhami, also handling the finance portfolio, highlighted the government’s aim to engage every section of society in the state’s development journey. The focus is on fostering a prosperous, empowered, and self-reliant Uttarakhand by integrating every citizen into the development mainstream. The ‘G’ component of the GYAN model, representing Garib Kalyan (welfare of the poor), includes significant allocations for social welfare and housing schemes.
Under the GYAN model, the government has allocated substantial funds for various schemes aimed at ensuring food security for economically weaker families and providing housing assistance to the needy. Additionally, provisions have been made for free travel facilities, cooking gas subsidies, and strengthening social security measures. The budget also includes allocations for pension schemes and disaster rehabilitation efforts in the hill state.
The ‘Y’ in the GYAN model focuses on youth development, with schemes designed to boost employment, entrepreneurship, and skill development. Budgetary allocations have been made for initiatives like the Chief Minister Self-Employment Scheme, Migration Prevention Scheme, and training programs for rural youth. The government has also earmarked funds for educational support, skill training, and literacy programs to empower the youth in Uttarakhand.
