West Bengal Government Implements Measures to Curb Tobacco Addiction Among School Students

The West Bengal government has introduced a new Standard Operating Procedure (SOP) aimed at reducing tobacco addiction among school students. Under the guidelines, schools will conduct anti-tobacco awareness programs and provide behavioral counseling to addicted individuals, with the option of referral to higher health centers if needed. Additionally, schools will undergo a biannual self-assessment, with only those scoring 90% or higher receiving the ‘Tobacco-Free Educational Institution’ (TOFEI) certificate.

A recent survey revealed that 8.5% of students aged 13 to 15 in Bengal are addicted to cigarettes or gutkha, prompting the government’s initiative. Special teams, comprising various health professionals, will be established in each block to ensure schools become tobacco-free environments. Experts believe these efforts will aid students in overcoming tobacco addiction and enforce the anti-tobacco Act (2003) more effectively.

In line with the program, schools will educate students on the harmful effects of tobacco and the Cigarettes and Other Tobacco Products Act (COTPA) 2003. Activities such as quizzes, posters, and debates will be organized, while research counselors will raise awareness among students and parents. Moreover, discussions on tobacco-related risks will be integrated into parent-teacher meetings to further reinforce the message.

To maintain compliance and earn the ‘Tobacco-Free Educational Institution’ certificate, schools must adhere to specific conditions. These include displaying ‘Tobacco Free Area’ boards prominently on campus, placing banners at the main entrance, and ensuring no tobacco-related signs or products are visible within the school premises. A tobacco monitoring committee will oversee the prevention of tobacco sales within 100 yards of schools, fostering collaboration among parents, local authorities, youth groups, and law enforcement.
