Assam Chief Minister Himanta Biswa Sarma has introduced a new welfare initiative for state government employees, enabling them to access their salaries in advance based on their financial needs. This announcement was made at Lok Sewa Bhawan in Dispur during the launch of the Swagat Satirtha Portal 2.0, an online platform designed to streamline employee transfers between departments. Under this new provision, employees can take advance salary payments, repayable either in a lump sum or through installments within a maximum period of one year, with a nominal interest rate.
The Chief Minister explained that employees repaying the advance immediately upon receiving their regular monthly salary would face a lower interest burden, while those opting for installment-based repayment would incur a slightly higher interest rate. This initiative aims to offer timely financial support during emergencies and reduce employees’ dependence on private moneylenders or high-interest loans.
Sarma emphasized the importance of the Swagat Satirtha transfer portal, assuring that it would be accessible twice a year to facilitate transparent and employee-friendly transfers. He also mentioned that another round of transfers would be finalized before March 31. Eligibility criteria were clarified, with approximately 9,000 employees who had previously utilized the portal not eligible to reapply. However, those who missed out earlier can now request transfers to their desired locations.
The previous edition of the portal operated from January 1, 2025, to June 7, 2025, and the government aims to complete the ongoing transfer process by March 7 this year. Sarma assured that the Election Commission would be informed, emphasizing that the transfer process is administrative and not politically driven. Government employees are encouraged to submit their transfer applications within 15 days for prompt processing. These initiatives underscore the state government’s ongoing dedication to employee welfare, transparency, and enhanced administrative efficiency.
