Australia Tightens Student Visa Scrutiny: India Moved to Highest Risk Category for 2026

Australia has moved India to the highest student visa risk category under revised Assessment Levels effective January 8, 2026. The sudden policy change raises documentation requirements and scrutiny for Indian student visa applicants, creating concerns among universities, education agents, and prospective students about processing delays and Australia’s appeal as a study destination.

The update was issued through Australia’s PRISMS system by the Department of Education and reflects what officials describe as “emerging integrity issues” linked to documentation and application quality.

India Upgraded from Assessment Level 2 to Level 3

Under the latest revision, India has been moved from Assessment Level 2 to Assessment Level 3, which represents the highest risk category in Australia’s student visa framework. Several other South Asian countries have also been upgraded to higher assessment levels.

According to information shared with Australian media outlet The Koala News, the changes include:

  • India: Assessment Level 2 to Assessment Level 3
  • Bangladesh: Assessment Level 1 to Assessment Level 3
  • Bhutan: Assessment Level 2 to Assessment Level 3
  • Nepal: Assessment Level 2 to Assessment Level 3
  • Sri Lanka: Assessment Level 1 to Assessment Level 2

The last formal update to these assessment levels was issued on September 30, 2025, meaning the current revision comes in less than four months.

Australian Government Cites “Emerging Integrity Issues”

In an official statement accompanying the update, the Department of Education said: “On 8 January 2026, Evidence Levels of several countries in South Asia were adjusted. This change in Evidence Levels will assist with the effective management of emerging integrity issues, while continuing to facilitate genuine students seeking a quality education in Australia.”

While the government insists the changes are meant to better filter genuine students rather than block access, the speed and scale of the shift have unsettled education providers, recruiters, and applicants.

What Assessment Levels Mean for Student Visa Applications

Assessment Levels play a critical role in determining the complexity of student visa applications. Higher assessment levels typically translate into heavier documentary requirements, including more detailed proof of finances, English language proficiency, and evidence supporting a student’s genuine temporary entrant intent.

As noted on Australia’s Department of Home Affairs website: “The combined evidence level outcomes of the student’s education provider and country of citizenship determines whether a student needs to provide evidence of financial and English language capacity with their Student visa application.”

While Australia does not publicly disclose the evidence levels assigned to specific countries or institutions, students are guided through requirements via the online Document Checklist Tool. According to the department, this approach is intended to reduce market distortion and prevent misuse by non-genuine applicants.

For students, the impact is tangible. Higher assessment levels can mean slower processing, higher compliance costs, and increased uncertainty during the application process, which may influence where students ultimately choose to study.

Education Leaders Express Concerns Over Policy Shifts

Education leaders in Australia have expressed unease not just over the changes themselves, but the frequency with which they are being introduced.

Phil Honeywood, CEO of the International Education Association of Australia (IEAA), speaking to The Koala News, said he had raised concerns directly with Assistant Minister for Education and International Education Julian Hill. He pointed to confusion among providers and agents and warned that repeated shifts send mixed signals to prospective students.

Honeywood also said that Minister Hill had conveyed the view that Australia is now seen as the “least worst” option among major study destinations including the US, UK, Canada and Australia, particularly at a time when global student mobility is already under strain.

According to Honeywood, the minister cited evidence of a rise in fraudulent academic and financial documentation during recent engagements in South Asia, reinforcing the government’s view that stricter documentary checks are necessary.

Impact on Indian Students Studying in Australia

India is one of Australia’s largest source markets for international students, contributing significantly to campus diversity and the education economy, typically ranking second only to China.

In 2025, total international student numbers in Australia exceeded 830,000, with India consistently among the top sources. According to Australian government PRISMS data, India accounted for approximately 17% of international student enrolments in Australia by October 2025.

Historical trends show that Indian enrolments have grown substantially over the past decade, climbing to more than 130,000 Indian students by the end of 2024.

Economic Significance of Indian Students in Australia

International education is a major export for Australia, contributing tens of billions to the economy annually. The sector contributed roughly AUD 51 billion in 2023-24 across all student categories including tuition and living costs.

Indian students have been a key part of this growth, underpinning enrolments in popular fields such as management, commerce and information technology.

These enrolment figures and economic contributions underline why changes in visa assessment levels, especially India’s move to Assessment Level 3, are closely watched by both students and institutions.

What Higher Assessment Level Means for Indian Applicants

This shift does not shut the door on Indian applicants, but it raises the bar significantly. Applications are likely to face closer scrutiny, and students will need to ensure their financial documents, academic records, and compliance details are comprehensive and accurate.

Students from India will now need to provide more extensive documentation to demonstrate genuine temporary entrant status, financial capacity to support their studies, and English language proficiency meeting Australian standards.

Stakeholders across the sector have stressed that clarity and predictability are essential, particularly for countries like India, where education migration decisions often involve substantial financial commitments and long-term planning.

Changes to Documentation Requirements Under Assessment Level 3

Under Assessment Level 3, Indian students can expect stricter verification of:

  • Financial capacity documentation showing ability to cover tuition and living expenses
  • Academic credentials and previous educational qualifications
  • English language test results meeting higher thresholds
  • Evidence of genuine temporary entrant intent
  • More detailed application forms and supporting statements

The increased scrutiny may also lead to longer processing times for student visa applications from India, requiring students to apply earlier than previously necessary.

Advice for Indian Students Applying to Australia

For Indian applicants planning to study in Australia in 2026, the message is clear: Australia remains open to international students, but the margin for error has narrowed significantly. Preparation, thorough documentation, and compliance with all requirements will matter more than ever.

Students are advised to:

  • Start the application process earlier to account for longer processing times
  • Ensure all financial documentation is comprehensive and verifiable
  • Obtain certified copies of all academic credentials
  • Meet or exceed English language proficiency requirements
  • Provide detailed evidence of genuine study intentions
  • Work with registered education agents familiar with the new requirements
  • Maintain complete transparency in all application materials
