China is swiftly advancing in the field of biotechnology, following recommendations from a US national security commission. The Chinese Communist Party is actively promoting biotechnology in key areas outlined by the commission, potentially jeopardizing America’s longstanding leadership in this critical sector.
The National Security Commission on Emerging Biotechnology’s recent analysis highlighted China’s progress in areas such as national strategy, regulation, infrastructure, investment, and data. It pointed out that China is outpacing the US in translating biotechnology goals into government policies and industrial capabilities.
According to the report, China has prioritized biotechnology for over two decades, with a strong emphasis in its 2026 Five-Year Plan. In contrast, the US lacks a cohesive national biotechnology strategy, although efforts have been made to coordinate biotechnology policies at the federal level.
The commission also noted China’s regulatory advancements, including a streamlined approval process for drugs and medical products. By 2024, China led the world in launching clinical trials annually, with some US pharmaceutical companies conducting initial trials in China.
In terms of manufacturing capacity, China has forged public-private partnerships to establish biomanufacturing pilot plants across the country, while the US is still in the process of operationalizing bioindustrial facilities under the BioMADE program.
The report underscored China’s use of government-backed investment mechanisms to bolster strategic industries and leverage biological data for AI training and biotechnology advancement. It warned that failing to act swiftly on recommendations could compromise America’s global biotechnology leadership in the face of China’s aggressive strides.
