China is employing artificial intelligence (AI), big data, and advanced digital tools to shape international opinions on Tibet, as per a report by Bitter Winter. The Second Xizang International Communication Conference, held in Lhasa, gathered around 300 participants, including scholars, journalists, and government officials, focusing on enhancing communication on Tibet-related matters. The conference, though labeled as a platform for cross-cultural dialogue, is seen as part of China’s strategy to influence global views on Tibet.

The event highlighted China’s use of information warfare, audience engagement, and emerging technologies like big data analytics and AI in international communication. Chinese media emphasized the importance of tailored narratives for different audiences, signaling a shift towards advanced strategic communication methods. The report suggests that AI algorithms could be pivotal in China’s efforts to reshape the global narrative on Tibet.

China’s significant investments in political, financial, and technological resources aim to bolster its international messaging on Tibet. The country seeks to create networks of scholars, journalists, and social media influencers to amplify state-approved narratives globally. These efforts form a long-term strategy to shape international opinions and garner support for China’s policies in Tibet.

Despite official narratives emphasizing progress, independent researchers point to extensive governance and surveillance systems in Tibet.
