The Delhi Police’s Special Cell apprehended nine individuals linked to a Dawood Ibrahim–ISI network and discovered a connection to Shehzad Bhatti. Bhatti, a key figure in this network, was assigned tasks related to operations in India, including conducting surveillance in major areas of Delhi and Mumbai. Specifically, the network targeted bridges in Mumbai used by daily commuters to instill fear and disrupt city infrastructure.
Investigators revealed the extensive nature of this network, led by Bhatti, which employed individuals from Delhi, Pune, Punjab, and even Nepal to manage funds for their operations. Bhatti, considered a crucial asset for the ISI, not only coordinated terror activities in India but also spearheaded a disinformation campaign. Operating primarily through social media, he collaborated with India’s underworld elements to orchestrate attacks within the country.
The gang’s focus extended beyond bridges in Mumbai to include reconnaissance of government offices in Delhi, showcasing a complex network involving the ISI, underworld, and criminals nationwide. Funding sources for these operations are currently under investigation, with the ISI leveraging underworld connections to carry out attacks in India. The Dawood syndicate, with a significant presence in India, has been directed by the ISI to utilize local criminals for executing large-scale attacks in various cities.
