The Department of Public Enterprises (DPE) has officially designated ‘Development of Sporting Activities’ as a common Corporate Social Responsibility (CSR) theme for Central Public Sector Enterprises (CPSEs). This move is aimed at directing more institutional funding towards sports development nationwide. The decision, communicated through an Office Memorandum, signifies a significant shift in the DPE’s CSR expenditure guidance for CPSEs.
The DPE had previously outlined Common CSR Themes in 2018, emphasizing sectors like school education and healthcare as priority areas and recommending CPSEs to allocate at least 60% of their CSR spending to these themes. Over time, additional themes such as health and nutrition were included to drive targeted interventions and enhance developmental outcomes.
While sports have always been an eligible CSR activity under the Companies Act, 2013, it had not been recognized as a distinct common theme under the DPE’s framework. Consequently, CSR investments in sports were limited and largely influenced by CPSEs’ individual preferences. Unlike education or healthcare, sports lacked a cohesive policy direction or specific focus areas for CSR funding.
The recent notification changes this landscape by formally integrating sports into the Common CSR Theme framework for the fiscal years 2026-27 and 2027-28. The DPE has outlined key focus areas under this theme, including sports infrastructure development, equipment provision, professional coaching access, sports activity promotion, and athlete nurturing.
This inclusion of sports as a common theme is anticipated to significantly elevate its prominence in CPSEs’ CSR planning. Given that public sector enterprises often align a substantial portion of their CSR budget with DPE-notified themes, this framework offers a structured approach to channel more resources towards sports development. It is expected to bolster investments in grassroots sports infrastructure, athlete support systems, coaching initiatives, and talent identification programs nationwide.
The notification also aligns with the government’s broader sports vision outlined in the Khelo Bharat Niti 2025 and the Khelo India Mission, reflecting India’s aspirations to strengthen its global sporting standing. Officials view this framework as a means to effectively utilize CPSE CSR funds in tandem with government initiatives to expand access to quality sports facilities, enhance athlete development pathways, and fortify the national sports ecosystem.
