The Dibrugarh district administration in Assam has issued a directive prohibiting the publication, circulation, possession, and storage of extremist or jihadi material associated with banned organizations. This strict measure is enforced under Section 98 of the Bharatiya Nagarik Suraksha Sanhita (BNSS), 2023, based on a government notification from December 3, 2025. The order covers a range of materials including radical literature, documents, pamphlets, posters, audio-visual content, and digital material linked to proscribed extremist groups like Jamaat-ul-Mujahideen Bangladesh (JMB) and Ansarullah Bangla Team (ABT).
The prohibition extends to online platforms such as websites, social media pages, encrypted messaging channels, and online discussion groups that promote extremist ideologies or share content related to these banned organizations. The district administration has instructed law enforcement agencies, through a communication to the Senior Superintendent of Police, to strictly enforce the order and take immediate legal action against any violations. Police authorities are required to identify instances involving the possession or circulation of banned content and provide detailed reports to the District Magistrate’s office.
This action is part of preventive security measures aimed at combating radicalization, extremist propaganda, and illegal activities in the district. Security agencies in Assam have heightened surveillance efforts to counter alleged attempts by extremist groups to leverage digital platforms for recruitment, propaganda dissemination, and mobilization of supporters. The state government has reiterated its commitment to taking stringent action against activities that pose threats to public order, communal harmony, and national security.
