The Election Commission of India has initiated the enumeration phase for the Special Intensive Revision – Phase III in Odisha, Mizoram, Sikkim, and Manipur. This phase, which started on Saturday, aims to include all eligible electors in the Draft Electoral Rolls. Electors have until June 28, 2026, to submit their Enumeration Forms to be included in the rolls.
During the enumeration phase, Booth Level Officers (BLOs) will conduct house-to-house visits to provide Enumeration Forms to existing electors. Electors can submit the filled forms either through the BLO or online. To ensure comprehensive coverage, BLOs will visit each household for form distribution, collection, and verification.
To enhance political party involvement, the Election Commission allows Booth Level Agents (BLAs) to collect forms from the public and hand them over to BLOs. National and state-recognized political parties can appoint more BLAs to support BLOs in the smooth execution of the SIR process. The Commission, under its constitutional powers, ordered the Special Intensive Revision in 16 states and 3 Union Territories on May 14.
The primary goal of the SIR is to ensure that no eligible citizen is excluded from the Electoral Roll while preventing the inclusion of ineligible persons. Every Indian citizen aged 18 or above on the qualifying date, not disqualified under any law, is entitled to be registered in the electoral roll. In Odisha, there are 3.34 crore electors, 38,123 BLOs, and 8,391 BLAs. Mizoram has 8.75 lakh voters, Sikkim 4.71 lakh electors, and Manipur 20.92 lakh electors. The ECI urges electors to cooperate during the house-to-house enumeration process.
