The Commission for Air Quality Management in NCR and Adjoining Areas’ fly squads identified 87 breaches of air pollution control regulations from May 11 to May 29. These violations encompassed 21 from C&D sites, 25 from the industrial sector, and 41 related to DG sets. The Enforcement Task Force of the CAQM discussed these infractions during its 132nd meeting held to assess enforcement actions and compliance status in the National Capital Region (NCR).
During the 19-day reporting period, CAQM’s Flying Squads conducted a total of 245 inspections. These inspections included 31 at Construction & Demolition (C&D) sites, 74 in the industrial sector, and 140 related to Diesel Generator (DG) sets. The inspection reports led to proposals for the closure of 11 units/projects, sealing of 33 DG sets, issuance of 19 compliance directives, and imposition of Environmental Compensation (EC) in 13 instances.
The Enforcement Task Force, at its 131st ETF meeting, confirmed the resolution of all actionable cases in the industrial and C&D sectors. Notably, 18 resumption orders were issued post-verification of compliance, with 13 for industrial units and 5 for C&D sites across NCR. State-wise, resumption orders were predominantly in Uttar Pradesh, Haryana, and Rajasthan.
The Task Force also scrutinized road dust mitigation efforts, highlighting inspections by the Greater Noida Industrial Development Authority and the Municipal Corporation of Ghaziabad. Violations were reported in these inspections, leading to notices and Show Cause Notices for non-compliance. The Commission stressed the importance of timely submission of inspection reports with photographic and videographic evidence, strict compliance verification by industrial units, adherence to operational norms for DG sets, and enforcement actions against violators.
The cumulative enforcement status review revealed that the Flying Squads had inspected 27,378 units/projects/entities. Closure Directions were issued in 1,788 cases, with 1,401 Resumption Orders granted post-compliance verification. Additionally, 123 cases were forwarded to State Pollution Control Boards/Delhi Pollution Control Committee for final decisions, while 264 entities are under scrutiny for potential resumption orders.
