Former IAS Officer Upendra Nath Behera Served Notice in Missing Inquiry Reports Case

The Commissionerate Police in Bhubaneswar has issued a notice to retired IAS officer Upendra Nath Behera, following a complaint about the disappearance of two crucial inquiry reports from the Chief Minister’s Office during the previous Biju Janata Dal regime. The missing reports involve the Justice A.S. Naidu Commission report on the killing of Swami Laxmanananda Saraswati and others in 2008, and the Revenue Divisional Commissioner inquiry report on the 2016 fire tragedy at IMS & SUM Hospital.

Behera has been directed to appear before the investigating officer on July 26, 2026, at 11 a.m. at the Office of ACP Zone I, Bhubaneswar UPD, to assist in the investigation. The notice emphasizes his cooperation and requests him to bring any relevant documents or materials in his possession related to the case. Additionally, another notice has been issued to former IAS officer Rajesh Verma to appear for examination by July 30, after he failed to comply with an earlier notice.

The police had previously served notices to two other former officials, Rajesh Verma and Manoj Kumar Mishra, in connection with the case. Mishra has already provided his statement to the investigating officer. The ongoing investigation aims to uncover the circumstances surrounding the missing inquiry reports and their potential implications.
