Government Releases Third Discussion Paper on Changes in GDP Calculation Methodology

The government has unveiled a third discussion paper ahead of the launch of a new GDP series with FY 2022-23 as the base year. This paper focuses on alterations in the methodology of the quarterly GDP series and Sub-national Accounts. The Ministry of Statistics & Programme Implementation has issued this discussion paper titled “Changes in Methodology of Quarterly GDP series and Sub-national Accounts.”

The ministry has requested feedback and comments on the discussion paper from experts, academicians, government bodies, state governments, financial institutions, users of national accounts data, and other stakeholders by February 5. The Ministry of Statistics & Programme Implementation is currently working on updating the base year of national accounts starting from February 27.

An Advisory Committee on National Account Statistics (ACNAS) has been formed under the chairmanship of Professor B.N. Goldar to guide the Ministry of Statistics & Programme Implementation on various aspects, including incorporating new data sources for enhancing National Accounts estimates. The committee comprises representatives from different Central Ministries and Departments, State Governments, Academia, and Research Institutions.

The ministry has selected FY 2022-23 as the base year for the new series, and the new series’ estimates are set to be disclosed on February 27, 2026. To inform users about the proposed changes in the new series, the Ministry plans to issue discussion papers on the compilation of National Accounts Statistics. The first discussion paper on changes in compilation of aggregates based on the production/income approach was released on November 21, 2025, followed by the second discussion paper on improvements in compiling GDP from the expenditure approach on December 16, 2025 to gather feedback and suggestions from users.
