Gujarat has taken the lead in implementing the Pradhan Mantri-SVAMITVA Scheme by issuing more than half of all property cards prepared nationwide during the second phase. This milestone coincides with the 12-year anniversary of Prime Minister Narendra Modi’s tenure, highlighting the scheme’s significance in providing legal ownership records for rural residential properties and enhancing financial access. Official data reveals that out of 32,35,260 property cards issued across India in the second phase, Gujarat alone accounted for 18,50,614 cards, surpassing all other states.

The SVAMITVA Scheme aims to address the historical issue of rural residents lacking formal property documentation, which hinders their ability to establish ownership rights and access economic opportunities. Under Prime Minister Modi’s leadership, various initiatives, including the SVAMITVA Scheme, have focused on empowering rural areas through the creation of legal property records using modern surveying technology. In Gujarat, the program utilized drone technology for a comprehensive survey, conducting 14,900 drone flights to map and legalize 11,511 villages.

The successful implementation in Gujarat involved collaborative efforts between the Survey of India, the Gujarat Revenue Department, and the Gujarat Panchayati Raj Department. By leveraging drone surveys and GIS-based mapping, the state has enhanced the accuracy of property records and transparency in rural planning and administration. Notably, Mehsana district recorded the highest number of property cards issued in Gujarat, followed by Ahmedabad, Kheda, Banaskantha, and Anand districts, all surpassing the one-lakh mark in property card issuance.
