A Hamas delegation engaged in crucial discussions in Cairo with Egyptian officials regarding the second phase of the Gaza ceasefire agreement. The talks focused on arrangements for the upcoming phase of the Gaza peace plan, including the full Israeli military withdrawal from Gaza. Hamas expressed readiness to transfer control of the Gaza Strip to the National Committee for the Administration of Gaza, signaling progress towards the ceasefire implementation.
The delegation also agreed to place its weapons under the committee’s supervision and offered support for the peacekeeping force and the national committee. Additionally, a proposal from the US-led “Board of Peace” was received to create a pilot buffer zone in Rafah, southern Gaza, to accommodate residents after security screenings. All involved parties are closely coordinating efforts to execute the plan effectively.
Following the dissolution of the Government Emergency Committee in Gaza by Hamas, the administration of the Gaza Strip was transferred to the national committee. The transitional technocratic committee, established in January, consists of 15 independent Palestinian figures overseeing civilian affairs, public services, and reconstruction during the transitional period. The ceasefire between Hamas and Israel, effective since October 10, 2025, has seen progress in its first phase, involving hostage exchanges, humanitarian aid delivery to Gaza, and partial Israeli forces withdrawal from certain areas.
The US initiated the second phase of its peace plan in mid-January, aiming for a complete Israeli military withdrawal from Gaza, disarmament of Hamas, commencement of reconstruction efforts, and the establishment of a transitional governing authority in the enclave.
