India and the United States have managed to stabilize their relationship following a challenging period in 2025, according to former senior US diplomat Nisha Desai Biswal. While the recent visit of Secretary of State Marco Rubio to India has strengthened ongoing cooperation, it will take time to rebuild trust and restore the partnership’s previous ambition.
Biswal highlighted that efforts from both sides have been made to enhance and stabilize the relationship after a tough 2025. She acknowledged that while Rubio’s visit continued to bolster the strength and stability of the US-India relationship, some underlying tensions persist.
Despite unresolved concerns, Biswal emphasized the enduring strength of the relationship’s foundations, with cooperation deepening across various strategic sectors. Critical minerals, digital technologies, and the TRUST partnership were cited as areas where collaboration between the US and India is expanding.
The competition surrounding technology and digital infrastructure was identified by Biswal as a significant driver of convergence between the two nations. She noted deep alignment on emerging technology, AI, and digital infrastructure, with plans for continued collaboration in technology, critical supply chains, pharmaceuticals, and other sensitive sectors.
Biswal dismissed suggestions that recent developments had reversed decades of progress in bilateral ties, emphasizing the need to stabilize the relationship and maintain existing momentum. However, she expressed caution regarding the potential for the relationship to reach new heights and expand further due to hesitations and erosion of trust.
Regarding trade negotiations, Biswal expressed optimism about an impending breakthrough, indicating that both sides are nearing a trade agreement. She anticipated that a first-phase agreement could pave the way for addressing broader issues related to manufacturing, digital ecosystems, and non-tariff barriers.
