IndiGo Proposes Measures to Address Market Dominance Concerns

The country’s largest airline, IndiGo, has put forward various measures to tackle the alleged abuse of market dominance, as investigated by the Competition Commission of India (CCI). IndiGo’s parent company, InterGlobe Aviation Limited, has submitted a commitment proposal to the CCI, which includes setting up a crisis management group, avoiding overcharging passengers, and temporarily surrendering slots to airport authorities during significant flight disruptions.

The CCI has sought public feedback on IndiGo’s proposal, which stems from accusations of unfair trade practices during extensive flight disruptions in December 2025. The Competition (Amendment) Act, 2023, allows companies under CCI’s antitrust scrutiny to offer corrective actions voluntarily to expedite case resolutions and reduce litigation.

As part of its commitment proposal, IndiGo plans to establish a Crisis Management Group promptly in the event of a large-scale disruption, with virtual activation within 15 minutes and physical setup within an hour. The airline aims to manage network adjustments efficiently during disruptions resulting in flight cancellations to normalize operations swiftly.

IndiGo defines a “large-scale disruption” as a scenario where over 30% of its planned daily capacity is affected, excluding uncontrollable factors like adverse weather, technical issues, or regulatory constraints. The airline pledges to provide affected passengers with alternative flights within 48 to 72 hours without extra charges, ensuring compliance with Directorate General of Civil Aviation (DGCA) regulations.

In response to the December 2025 chaos, IndiGo commits not to increase fares beyond those recently reported to the DGCA for new bookings during flight disruptions until normal capacity is reinstated. The airline attributes the disruptions to unforeseen circumstances and asserts that its actions did not lead to anti-competitive consequences, offering these commitments to address preliminary concerns and minimize passenger inconvenience.

Interested parties have until August 13, 2026, to submit comments, objections, or suggestions on IndiGo’s commitment proposal, following CCI’s investigation initiated on February 4, 2026. The CCI’s probe was prompted by evidence suggesting IndiGo’s abuse of dominant position through mass flight cancellations, creating artificial scarcity and limiting consumer access to air travel during peak demand.
