Actor-politician Kamal Haasan has submitted a six-point memorandum to Tamil Nadu Chief Minister C. Joseph Vijay, outlining proposals to boost the Tamil film industry. The suggestions include the establishment of a state-owned OTT platform, tax relief measures, and enhanced anti-piracy enforcement. Haasan emphasized the importance of supporting film production and theatre owners for the industry’s future sustainability.
Haasan, in a meeting with the Chief Minister, highlighted the need for a government-backed OTT platform to offer affordable access to Tamil films and documentaries. He also called for the removal of the existing local body entertainment tax to alleviate financial burdens on filmmakers and exhibitors. Additionally, Haasan proposed stricter measures against digital piracy, advocating for a dedicated anti-piracy enforcement wing within the Tamil Nadu Police Cyber Crime Department.
To boost theatre revenues, Haasan suggested allowing five daily film showings in Tamil Nadu and implementing an eight-week mandatory OTT release window. These measures aim to protect theatre owners and distributors from revenue losses due to early digital releases. Furthermore, Haasan recommended a film production incentive scheme to enhance Tamil Nadu’s status as a film production hub and create job opportunities in the state.
Makkal Needhi Maiam (MNM), led by Haasan, did not participate in the 2026 Tamil Nadu Assembly elections.
