The Lashkar-e-Tayiba, known for the Mumbai 26/11 attacks, faced setbacks during Operation Sindoor, launched in retaliation for the Pahalgam attacks. Despite attempts to regroup, the outfit has struggled to fully recover.
A significant shift has occurred in the leadership, with Talha Saeed, son of Lashkar-e-Tayiba chief Hafiz Saeed, now overseeing most operations. While Hafiz Saeed remains informed about all activities, Talha is the one making key decisions, according to an Intelligence Bureau official.
Talha is introducing fresh approaches, emphasizing the recruitment of educated individuals. Reports suggest a preference for white-collar professionals over traditional mujahideens. Recent recruitments reflect this focus, targeting doctors, engineers, and teachers. The outfit believes that educated members bring valuable knowledge and innovative ideas.
Under Talha’s leadership, the use of social media for propaganda has significantly increased. He recognizes the importance of leveraging social platforms to disseminate their message. Unlike the past, where some members joined for financial gain, Talha seeks ideologically committed recruits who align with the group’s cause.
Experts warn that Talha’s strategy, if successful, could make Lashkar-e-Tayiba more formidable by attracting educated individuals. This shift towards white-collar terrorism mirrors trends seen in groups like the Islamic State and Al-Qaeda.
The outfit has adapted to online platforms, conducting classes virtually to evade detection post-Operation Sindoor. Talha also stresses the political aspect, strengthening ties with the Pakistan Markazi Muslim League (PMML) to enhance public acceptance.
In a bid to groom future members, Talha has introduced programs targeting children, aiming to radicalize them early. The curriculum includes Quranic teachings, followed by ideological indoctrination before recruitment. Selected individuals undergo arms training to prepare for combat.
Talha’s long-term vision includes diversifying recruitment by establishing student wings to infiltrate universities. The outfit aims to rebrand itself under his leadership, signaling a significant transformation in its approach.
