Frequent interruptions and disruptions in parliamentary sessions present a significant challenge to democratic institutions, as highlighted by Lok Sabha Speaker Om Birla during the Commonwealth Parliamentary Association (CPA) India Region Zone-II conference. Birla stressed the need for legislative bodies to uphold conduct that aligns with public expectations, fostering dialogue and meaningful discussions to address this issue. He underscored that building public trust is a crucial responsibility for all public representatives, urging legislators to ensure exemplary behavior to safeguard the welfare of every individual in society.
Expressing satisfaction with the conference’s success, Birla mentioned that public representatives and policymakers from various states exchanged experiences, perspectives, and innovative ideas. The event concluded with the adoption of four resolutions aimed at enhancing the effectiveness, accountability, and people-centric focus of legislative institutions. Birla emphasized that the vision of a Developed India hinges on robust parliamentary and legislative structures, necessitating increased public engagement, technological utilization, capacity building for legislators, citizen involvement in policy formulation, and heightened awareness of constitutional principles and institutions.
In India’s federal framework, Birla highlighted the importance of collaborative efforts between states and the Centre to fulfill public aspirations through coordinated schemes, laws, and policies. He stressed the urgency of embracing transformation with fresh perspectives and innovative approaches to address contemporary challenges. Noting the valuable suggestions provided by nearly 40 speakers at the conference, Birla expressed confidence that prompt action on these ideas would enhance public participation and trust in the country’s democratic foundations.
Presiding officers from 12 state legislatures, including Haryana, Punjab, Himachal Pradesh, Jammu & Kashmir, and Delhi, participated in the CPA India Region Zone-II conference. The event also saw the involvement of presiding officers from other states such as Madhya Pradesh, Maharashtra, Goa, Uttar Pradesh, Rajasthan, Sikkim, and West Bengal.
