Lok Sabha Speaker Om Birla is set to inaugurate a two-day orientation programme for newly elected members of the West Bengal Legislative Assembly, including Chief Minister Suvendu Adhikari, in Kolkata on Friday. The programme, organized by the Parliamentary Research and Training Institute for Democracies (PRIDE) in collaboration with the West Bengal Legislative Assembly, aims to familiarize the legislators with parliamentary and legislative functioning.
The orientation programme will cover various aspects such as committee systems, financial oversight, parliamentary privileges, and digital initiatives in legislatures. It is designed to facilitate the exchange of ideas and best practices among participants while enhancing their understanding of legislative procedures and democratic governance. Distinguished Presiding Officers of State Legislatures, Members of Parliament, and constitutional experts will chair and address the sessions.
The inaugural session will be attended by prominent figures including Union Minister of Parliamentary Affairs Kiren Rijiju, Rajya Sabha Deputy Chairman Harivansh Narayan Singh, and Leader of Opposition in West Bengal Legislative Assembly Ritabrata Banerjee. West Bengal Assembly Speaker Rathindra Bose and Minister of Parliamentary Affairs of West Bengal Shankar Ghosh will also play significant roles during the programme.
The technical sessions planned for the two-day event will focus on key aspects of legislative work, such as ‘How to be an Effective Legislator,’ ‘Customs, Conventions, and Etiquettes for Members,’ and ‘Executive Accountability through Questions and other Procedural Devices in Legislatures.’ Legislators will also receive insights on various topics including the ‘Committee System in Indian Parliament,’ ‘Legislative Process including Private Members’ Bills,’ and ‘Financial Business and Budgetary Process in Parliament.’
The Orientation Programme will culminate on Saturday with the Valedictory Address of Governor R.N. Ravi in the historic Chamber of the West Bengal Legislative Assembly. The session will feature addresses by Lok Sabha Speaker Om Birla, Haryana Governor Ashim Kumar Ghosh, Rajya Sabha Deputy Chairman Harivansh, and West Bengal Assembly Speaker.
