The Ministry of Information & Broadcasting has introduced the draft Telecommunications (Television, Radio and Associated Services) Rules, 2026, consolidating previous television and radio guidelines under the new Telecommunications Act, 2023. These rules have been made available for public feedback to simplify and harmonize the existing regulatory framework in the television and radio broadcasting sector. The draft rules encompass various policies, such as guidelines for satellite television channels, direct-to-home broadcasting services, and headend-in-the-sky broadcasting services in India.
The new framework also includes policy guidelines for expanding FM radio broadcasting services through private agencies, phase III, and revised guidelines for establishing community radio stations in India. Upon notification, these rules will replace the current guidelines governing broadcasting services. Key features of the draft rules include harmonized terms and conditions of authorization to ensure continuity and enable reforms, a single regulatory framework to enhance ease of doing business, and digital implementation of the authorization process.
Moreover, the draft rules eliminate the need for signing the Grant of Permission Agreement (GOPA) and introduce a transparent adjudication mechanism. They are now open for public and inter-ministerial consultation on the Ministry of Information and Broadcasting’s website. Interested parties can provide feedback, comments, or suggestions to the Under Secretary (BP&L) of the ministry by July 27, 2026.
