The Ministry of MSME’s ASPIRE program has approved 109 Livelihood Business Incubators (LBI) in 27 States and Union Territories, benefiting more than 1.23 lakh individuals. Since the program’s systematic tracking began in FY 2022-23, it has facilitated the establishment of over 1,200 micro-enterprises nationwide. ASPIRE has also reached out to over 8,700 SC beneficiaries, 9,600 ST beneficiaries, and 17,600 OBC beneficiaries, promoting inclusive entrepreneurship.
ASPIRE, initiated by the Ministry of MSME in 2015, aims to boost entrepreneurship and employment opportunities, especially in rural and agro-based sectors. The program revolves around a network of Livelihood Business Incubators (LBIs) that assist individuals in transitioning from skill acquisition to creating enterprises. These LBIs support ventures in various sectors like food processing, honey production, bamboo products, and handicrafts, among others.
By offering training, mentoring, and incubation support, ASPIRE empowers aspiring entrepreneurs in agro-rural sectors, fostering innovation and enhancing competitiveness in the MSME industry. The incubators provide access to modern equipment, business mentoring, technology support, and assistance in product development, branding, and regulatory compliance.
The ASPIRE scheme operates through a three-tier structure involving the Scheme Steering Committee, Mentor Institutes, and Host Institutions managing the LBIs. Mentor Institutes play a pivotal role in identifying incubators, developing project plans, and monitoring outcomes to strengthen implementation. The ecosystem includes institutes like the Indian Institute of Entrepreneurship (IIE) and premier institutions such as IIT Jodhpur, fostering entrepreneurship and skill development.
The government highlighted the success story of Banshailang Marbaniang from Mawsynram, Meghalaya, who utilized training from IIE Guwahati to establish a food-processing enterprise. Marbaniang was later honored at Republic Day celebrations as one of the ten North-East entrepreneurs invited to Kartavya Path.
