With the southwest monsoon approaching, the Mumbai Metropolitan Region Development Authority (MMRDA) has launched a comprehensive monsoon preparedness and emergency-response framework for all ongoing metro and infrastructure projects in the Mumbai Metropolitan Region. The MMRDA emphasizes the importance of uninterrupted urban mobility, construction safety, drainage management, and emergency responsiveness during the monsoon season. Contractors are required to submit Site-Specific Monsoon Preparedness Plans detailing dewatering systems, slope protection, labor safety, and emergency material inventory.
As part of the preparedness framework, contractors must ensure flood-risk mitigation and emergency-response protocols directly linked to MMRDA’s Emergency Control Room. Failure to submit or comply with these plans will be considered a contractual default. Project Directors and Chief Engineers are tasked with enforcing compliance without exceptions. Additionally, dedicated emergency-response teams with necessary equipment will be deployed at project sites during the monsoon period.
To enhance on-ground preparedness, executing agencies are instructed to have dewatering pumps, pothole-repair vehicles, safety systems, emergency lighting, and drainage-clearance mechanisms in place. Contractors are also required to maintain construction site safety by clearing debris, repairing drains, securing structures, and testing electrical systems. High-risk construction activities will be suspended during red alert conditions, and labor camps in flood-prone areas will be relocated.
MMRDA has mandated continuous CCTV surveillance, real-time site monitoring, and a 24×7 Disaster Control Room operational from May 25 to October 15, 2026. Special focus is placed on operational metro corridors, with detailed inspections of infrastructure and safety systems. Metro operations will be upgraded with new SOPs for passenger communication and emergency management. Monsoon Readiness Audits will be conducted for corridors experiencing their first operational monsoon this year.
The authority has also directed emergency drills, hospital tie-ups, IMD alert integration, and pre-monsoon inspections across all construction packages. Media-monitoring and rapid-response communication teams will be deployed for public information management during the monsoon. Chief Minister Devendra Fadnavis commended MMRDA’s preparedness efforts to ensure safety and continuity of essential services during the challenging urban monsoon conditions. Deputy Chief Minister Eknath Shinde emphasized strict monitoring mechanisms for public safety and emergency preparedness.
MMRDA Metropolitan Commissioner Sanjay Mukherjee assured continuous monitoring throughout the monsoon season to ensure timely response and citizen safety.
