The National Investigation Agency (NIA) has pressed charges against nine individuals, including two Pakistani nationals, in relation to the grenade attack on the Sirsa women’s police station in Haryana in November 2025. Among the accused are Shahzad Bhatti, Sohail Ahmad alias Sohail Baloch, Dheeraj alias Dhiru, Vikas alias Vikky, Sandeep alias Daimar, Vikas, Sushil alias Sillu, Md. Sijaan alias Sijaan ‘Ghazi’, and Gurjant Singh. The accused have been charged under various sections of the UA(P) Act, BNS, and the Explosive Substances Act.
Investigators revealed that the attack was part of a plot devised by Shahzad Bhatti, a Pakistani gangster-turned-terrorist, to instill fear by targeting Indian police establishments and personnel. Shahzad and Sohail recruited and radicalized the arrested individuals through social media platforms and encrypted communication channels. Bhatti set up operational units in India and assigned local operatives to carry out grenade attacks on police facilities.
Dheeraj, identified as the principal India-based operative of Bhatti, was responsible for coordinating the attacks with the local modules. The accused selected the Women Police Station in Sirsa as the target after conducting reconnaissance. The investigation also revealed that the accused traveled to Amritsar to acquire the grenade used in the attack from Gurjant Singh.
The grenade attack, which occurred on November 25, 2025, was recorded by the accused on a mobile phone for dissemination and publicity purposes. The NIA’s probe exposed the accused’s ongoing communication with the handler and his associates post-attack, establishing a chain involving recruitment, financing, operational coordination, procurement of explosive substances, and execution of the terrorist act as per the directives of the Pakistan-based handler.
