The Odisha Revenue and Disaster Management Department has issued a Standard Operating Procedure (SOP) to ensure the safety and security of census workers following reports of heatstroke cases and assaults. The first phase of Census 2027, focusing on houselisting and housing census, is currently ongoing in the state from April 16 to May 15, 2026. Enumerators are visiting households during this phase to gather data on housing conditions, amenities, and assets.
To address concerns over the safety of census workers and maintain the smooth progress of the census operations, the SOP mandates that enumerators and supervisors wear official ID cards and carry appointment letters during field duties. It also emphasizes adhering to designated field visit timings and avoiding work during peak heat hours to prevent heat-related illnesses.
In light of recent incidents impacting census operations, the SOP further directs workers to take precautions against dehydration and heat-related illnesses. Enumerators and supervisors are advised to work in pairs in sensitive areas and to disengage and seek protection if faced with hostility or threats. The department stresses the importance of reporting any incidents to higher authorities and coordinating with local police for additional security measures.
