The Odisha Housing and Urban Development department has issued a Standard Operating Procedure (SOP) to Urban Local Bodies (ULBs) to enhance readiness for the upcoming monsoon season. Under the directive of Minister Krushna Chandra Mahapatra, officials are required to strictly adhere to the guidelines. The state government emphasizes accountability, warning that any negligence will be taken seriously to ensure urban resilience and disaster preparedness.
ULBs are instructed to conduct thorough verification of drainage systems, including manholes, to guarantee public safety. Immediate repair of damaged manholes and installation of safety measures like warning signs are prioritized. Regular desilting of drains and removal of encroachments are made mandatory to prevent urban flooding during heavy rainfall.
To address waterlogging issues, vulnerable areas have been identified for targeted interventions. Pump sets and Diesel Generator sets will be deployed for rapid de-watering in these zones. Operational zones will be established in urban areas, each managed by designated officers for efficient emergency response during monsoon crises.
Multi-purpose Cyclone Shelters and public institutions will serve as temporary relief centers with essential amenities. Special attention will be given to safeguarding vulnerable groups, with lady home guards and security personnel deployed. Preventing vector-borne diseases like dengue and malaria is a priority, with intensified fogging and larvicide applications.
ULBs are tasked with setting up 24/7 control rooms for real-time responses to water supply and drainage issues. Damaged urban roads must be restored within 72 hours to minimize disruptions. Citizens are urged to cooperate with authorities in maintaining cleanliness and supporting community-level preparedness for a safe urban environment during the monsoon season.
